Heat the oil in a large pot or skillet over medium heat. When the oil is heated, add the onion and pepper. Saute until softened but still firm, about 3 minutes.
Stir in the garlic and saute another minute, until fragrant.
Add the sausage and saute about 5 more minutes, stirring occasionally.
Add the cabbage and remaining ingredients and cook uncovered, stirring occasionally, until the cabbage is tender, about 10-15 minutes.
Taste and adjust seasonings as desired. Serve by itself or over steamed rice.
